  • Sanctions and embargoes have been the customary instruments of pressure of the UN and major powers. What do you think has been the effect of this policy in Bosnia . Do you believe that if the UN had achieved a consensus earlier on what the purpose of the use of the sanctions and embargo had been, i.e. regime change vs. bargaining chips, these instruments alone could have been successful in stopping the conflict? * Do you agree that peacekeeping should have gone beyond protection of humanitarian relief to forceful action? * What does Professor Stedman mean when he comments that multilateralism was a fig leaf for inaction?
