  • In refugee crises, whose primary responsibility should it be to take care of attendant security concerns? Should the UN or the host country take the main responsibility for ensuring security? What if the UN is unwilling or unable to deploy security forces? * Discuss the difficulties of determining who is a refugee. How can genuine refugees be protected in situations where they are enmeshed with militants using the shelter and resources of refugee camps? * Under what circumstances is the sovereignty of the refugees' home country jeopardized by humanitarian aid to the refugee camps? Would undercutting sovereignty in this way be justified in some situations?
