RESOLUTION 1681 (2006)

Special Session on 20 May 2006

At Yaroslavl State University, Yaroslavl Russia

 

 

The Security Council,

 

Having considered the report of the International Atomic Energy Agency`s Board of Governors on Iran`s plans for uranium enrichment,

 

Recalling Security Council Resolution 1540 of April 28, 2004,

 

Recognizing the urgency of the problem of nuclear proliferation,

 

Reaffirming the sovereignty of all nations, the integrity of international institutions, and equality among Member States of the United Nations,

 

Bearing in mind that Iran is a signatory to the Nuclear Non-Proliferation Treaty,

 

Having heard the opening speeches of the United Nations Security Council members,

 

Stressing the importance of, and the need to achieve, a comprehensive, just and lasting peace in the Middle East, based on all relevant United Nations resolutions,

 

Recognizing the right of Iran to peaceful nuclear energy under the Nuclear Non-Proliferation Treatyб

 

Recalling that Iran has concealed enrichment activities in the past,

 

Noting that Iran has voluntarily complied with the Additional Protocol in the past,

 

Recalling the Chapter VII authority of the United Nations Security Council,

 

 

Acting on its authority to ensure international peace and security under Chapter VII of the Charter of the United Nations,

 

Reaffirms all signatory states` commitment to the Nuclear Non-Proliferation Treaty,

 

Endorses the report of the International Atomic Energy Agency on Iran,

 

Requires Iran to immediately cease its nuclear enrichment activities and grant complete access to all of its materials and documents to the IAEA,

 

Emphasizes that Iran must remain within the framework of the NPT, which allows pursuit of peaceful nuclear power under Article IV if it is to resume its civilian nuclear program in the future,

 

Urges Iran and all other signatory States who have yet to ratify the NPT Additional Protocol to do so,

 

Supports the Proliferation Security Initiative and encourages members of the United Nations to participate in this initiative,

 

Reaffirms signatory StatesÕ commitments to Article VI of the NPT and to working towards disarmament initiatives such as the Moscow Treaty,

 

Urges that Article IV of the NPT be strengthened to ensure that no non-nuclear-weapons states can acquire uranium enrichment or reprocessing capabilities for weapons purposes,

 

Fully endorses the Russian Solution to conduct enrichment and manage all fuel reprocessing in the Russian Federation with IAEA control of all materials in Russia, with IAEA oversight for all enrichment activities in Russia, for transport, and at all nuclear facilities in Iran,

 

Decides that all States shall impose full travel and trade sanctions on Iran if Iran does not comply with this resolution within three months, and that after that period this body will reconvene to determine whether Iran has complied,

 

Decides that the phrase Òfull travel and trade sanctionsÓ means the following:  (a) That all States shall not make available to the Government of Iran or to any commercial, industrial or public utility undertaken in Iran, funds or other financial or economic resources.  Further, all States shall prevent their nationals and any persons within their territory from removing from their territories or otherwise making available to the government of Iran or to persons or bodies within Iran any funds, except those payments for strictly medical or humanitarian purposes;  (b)  That if Iran fails to comply with this resolution, all States must suspend construction and dismantle all nuclear facilities in Iran to which these States have rendered assistance in the past,

 

Decides that if Iran complies with this resolution and remains in compliance for five years, it will be entitled to recommence enrichment on its own soil under NPT Article IV, including control of its nuclear fuel cycle for peaceful purposes,

 

Decides that the consequences of failure by Iran to comply with this resolution are not to include the use of force without explicit additional Security Council authorization,

 

Calls upon the four non-UN member states to act strictly in accordance with provisions of the present Resolution notwithstanding any other international or domestic legal obligations in contradiction of the present Resolution,

 

Decides to remain seized of this matter.
